Implement tiled coverage access

In OGC API Coverages there is also a way to access coverages in a pre-defined tile grid like so:

/collections/sentinel-2-l2a/tiles/WorldCRS84Quad/1/0/0

We need to update the configuration in order to allow the definition of said tile matrix sets.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
