fix: browse_rotated_to_geotiff incorrect order and format of GeoJSON when only bbox available

  • Correctly format STAC geometry added in preprocessor in case the original Item has only bbox
  • sort the coordinates for fixing possible case that the bbox parsed from OADS harvester has incorrect order
