Fixing vhr18 compose: 

cache and registrar now depend on renderer
adding DB connection parameters to cache
using timout of 300 seconds when waiting on renderer

    Why does the registrar need to wait for the renderer? I'd assume as they're using the same image that they wouldn't depend on each other.
