update preprocessor and core to use v3 values, preprocessor stac output created even when already preprocessed

  • update vhr15 and ua2012 configs accordingly
  • instead of v3 with v2 values like OS_TENANT_NAME or OS_TENANT_ID
  • preprocessor stac output created even when already preprocessed (with files on remote)
  • allow to configure target.expected_files in preprocessor, as this can now differ between collections (2 vs 3)
