preprocessor updates for panchromatic / multispectral registration & preprocessing

• update GDAL base image to 3.3.1
• added preprocessor updates for panchromatic / multispectral usecase
  • grouping of output in a same way as stack_bands does (regex)
  • creating of minimal STAC item with Assets to output redis_queue if preprocessing["stac_output"] is True
  • update preprocessor configurations for existing configured product_types where pansharpening can be applied
• merges staging and sar-configurations into emg-registrar-preprocess-update
