Introduce structured logging

similar to core#13 (closed)

Was assigned to @romanovaa for improving Python skills on a small self-contained issue.

The task can be summarized as:

• Based on code in vs/core repository -> registrar tool use structlog package to perform logging, setup the configuration of the logger in a same way.
• Update requirements.txt to include structlog
