Wms projections capabilities

• fix validation of WMS requets
• add configurable list of supported crs via config, otherwise full list of currently exported proj4 crses

apis:
  wms_config:
    projections:
      - 4326

• add currently supported crs into WMS Capabilities response on the root layer
• add support for CRS:84
