EOxServer - Add CLI command to “fix”/edit footprint for 1 product

overrides footprint in DB by getting all referenced coverages and extracting shared footprint from them, considering nodata and simplifying it reasonably
add registrar post handler allowing to use this command and therefore configure this per product type
