enables long downloads and processes

allows to use same urls for client in dev and ops

Remove base and logging conf from vs-starter

This reduces the differences compared to ops

(We could merge it into docker-compose.yml if it works out with dev)

This config can be static in actual deployment, so we don't need to
generate it
